If you noticed, the words "debt services" (courts are BIG debt collections 'agents' for the state), "capital outlay" (business revenue), and "local government" or "government" seem's to be the line between HOW they collect and spend money. So, (like, the purchase to place a criminal in jail in my last blog) it sounds like, WE fund our own demise, now, don't we?
